Bullying can be characterised as offensive, intimidating or insulting behaviour, or an abuse or misuse of power.
....If staff working for Gordon Brown were to bring a claim alleging bullying, which constituted harassment, then he could find himself the first Prime Minister to be required to defend his behaviour before an Employment Tribunal.
